are you using internet explorer? Im starting to guess that is the reason you cant see the website.

edit: fixed problem. due to a missing question mark, internet explorer would not parse all the html. fixed now.

Im using IPB 3 how do I upload this?

I did this on ipb2, so not sure exactly how to do it on ipb3, should be same idea. Goto your download manager, Select mass upload, Upload a zip containing the documents you want to upload, then press upload. Also, chances are you must configure your download manager to automatically create and sync topics in a specific category that you must assign if you want each file to have its own forum topic.
